Anti-Ragging Policy

Guidelines for Ragging Prevention in Accordance with Nursing Council and University Mandates

1. Zero-Tolerance Policy Statement

DMJ Institute of Nursing Science, Bangalore maintains a strict Zero-Tolerance Policy towards ragging in any form. We are committed to fostering a safe, supportive, and dignified academic and residential environment for all students.

Ragging within or outside the institute premises—including classrooms, simulation labs, clinical partner hospitals, hostels, transport vehicles, and digital communication platforms—is completely prohibited and constitutes a grave, non-bailable offense.

2. Definition & Scope of Ragging

In compliance with the directives of the Supreme Court of India, University Grants Commission (UGC), Indian Nursing Council (INC), Karnataka Nursing Council (KNC), and Rajiv Gandhi University of Health Sciences (RGUHS), ragging includes any act that causes or is likely to cause physical, psychological, or emotional harm to a student.

Acts Constituting Ragging Include:

Any conduct by a student (verbal, written, or physical) that teases, treats, or handles a fresher or any other student with rudeness.
Indulging in rowdy or indisciplined activities that cause annoyance, hardship, physical harm, or psychological dread.
Asking students to perform tasks or acts they would not do in the ordinary course and which generate embarrassment, shame, or humiliation.
Any act that disrupts, disturbs, or negatively impacts the academic activity of another student.

Extended Offenses & Cyberbullying:

Financial extortion or forcing students to pay for snacks, errands, or personal items.
Physical abuse of any nature including pushing, striking, or forcing uncomfortable postures.
Verbal abuse, racial taunts, regional slurs, or derogatory comments based on caste, gender, or background.
Cyber-ragging, including harassment via messaging apps, social media groups, email, or unauthorized photo/video sharing.

3. Mandatory Anti-Ragging Undertakings

As mandated by regulatory authorities, every student and their parent/guardian must sign and submit an anti-ragging affidavit at the time of admission and at the beginning of each academic year.

Online Submission: Undertakings must be filed online through the official Anti-Ragging Portal (antiragging.in).
Hard Copy Submission: Signed copies of the online acknowledgment receipt must be submitted to the college administrative office prior to class commencement.

4. Preventive Measures & Institutional Infrastructure

To ensure continuous monitoring and campus vigilance, DMJ Institute of Nursing Science has constituted dedicated bodies:

Anti-Ragging Committee (ARC)

Headed by the Principal, comprising senior faculty members, representatives of civil administration, police officials, local media, NGOs, and student representatives. The committee oversees policy implementation and decides on disciplinary measures.

Anti-Ragging Squad (ARS)

A mobile vigilance team that conducts surprise inspections across classrooms, laboratories, clinical posted areas, college buses, common rooms, and hostel premises day and night.

5. Penalties for Violation

Any student found guilty of ragging by the Anti-Ragging Committee will face immediate disciplinary action. Depending upon the nature and gravity of the offense, penalties include:

Suspension from attending classes, clinical postings, and academic privileges.
Withholding or withdrawing scholarship, fellowship, and other benefits.
Debarring from appearing in tests, term exams, or university examinations.
Withholding examination results or recommendation letters.
Debarring from representing the institute in regional, national, or international meets.
Suspension or expulsion from the college hostel.
Cancellation of admission and expulsion from the institute.
Filing of a First Information Report (FIR) with the local police station for prosecution under criminal law.

6. Reporting an Incident & Emergency Contacts

If you are a victim of ragging or witness any such incident, report it immediately. All reports will be handled with strict confidentiality and immediate protective measures will be deployed.
